Offender Management

The Ministry of Justice announced plans in 2011 to transform the administration of punishment for offenders. The Government’s vision is to create a more diverse market of service providers from the public, private and voluntary sectors who will run prisons, administer community sentences and rehabilitate offenders to prevent them from reoffending. This will include providing skills and education programmes and in many cases contracts will be based on the principle of payments by results.

We have extensive experience of working with service providers, HM Prison Service, Probation Trusts and other stakeholders to design and deliver new service models in criminal justice, including large-scale outsourcing, creation of arm’s length trading vehicles as well as spin-outs and mutuals.
