PfS Annual Report

On 2 September Partnerships for Schools published its annual report for the period 2007/08. The positive tone of the report starts with the Chairman’s Statement by Michael Garbiner explaining that PfS has either met or exceeded all of its business plan targets in the period 2007/08.

The report goes on to discuss how the lessons learnt in the early stages of BSF have been published on the PfS website and are being applied by Local Authorities currently in the BSF programme. Measures have been taken to ensure that Local Authorities are thoroughly prepared when they enter their BSF programme. PfS reports that the overall process has speeded up, with real improvements being delivered to schools and their communities.

The PwC procurement report published earlier in 2008 will have a significant impact and is anticipated to deliver savings of both time and costs during the procurement process for bidders and authorities alike.

The Chief Executive, Tim Byles, confirms that PfS will continue to seek improvements in the delivery of BSF, and will be able to examine the Local Education Partnership now that more are becoming operational. Tim Byles goes on to highlight some of the main achievements during the period 2007/08 as being:

11 deals reached Financial Close, bringing the total to 18 at the year end, worth over £2.5bn;
12 BSF schools are open;
72 local authorities now engaged;
pre-procurement timetable reduced by up to six months; and
proposals brought forward for a more timely and efficient procurement process, indicating savings of up to £250m can be made and a further reduction of two months to the timetable.

September 2007 also saw the opening of the first LEP delivered school (Bristol Brunel Academy) and the first parent promoted school (The Elmgreen School).

The key areas reviewed by the report are: Delivery; Efficiencies; Policy Development; and Stakeholder Management.
